This very thing happened to me recently. I was offered a promotion within my current company to a new location. They offered a 18.9% increase on my salary. When I brought up that the cost of living difference for the new location was 20% higher than my current location, I received, "Gosh, we really went to bat to get the amount that we did. There isn't anything else to give."
The woman honestly expected me to take a 1% decrease in salary for a two grade level jump and a promotion that meant making pricing decisions and managing people.
